ANNOTATION: A performance audit of private prisons contracting with the Colorado Department of Corrections is furnished. Following an executive summary and an overview of private prisons are three chapters: services -- medical, mental health, and food services; security and safety -- inmate custody levels, earned time, private prison staff, employee background checks, and visitors; and contract oversight -- restitution and child support, monitoring, Monitoring Unit staffing, enforcement, procurement, and management. Responses to the recommendations by the Department are included. Appendixes provide classification security levels and authority to place inmates in private facilities in other states.
