ANNOTATION: The results from a performance audit of the Colorado Department of Corrections external health care services provided to inmates by contract are provided. Three chapters follow an executive summary, a recommendation locator, and a description of health care services provided to inmates (internal, external, and costs): provider rates -- rate negotiations and security rates; utilization management program -- prior authorizations, inpatient reviews, and retrospective reviews; and adminstration -- provider claims, contract oversight, and capitation arrangement. Department responses to nine recommendations are also included.
