ANNOTATION: This audit intends to "provide a baseline assessment of the institutions' performance in carrying out its essential functions" for the new Superintendent of this facility (p. i). Sections of this final report are: executive summary; introduction; findings by treatment services, education, safety and security, and mental health services; and response from the California Youth Authority (CYA). This facility lacks sufficient counseling and mental health care, educational opportunities, safety and security measures, and sustained leadership.
