ANNOTATION: The use of cost-benefit analysis (CBA) to examine the economic consequences of juvenile versus criminal justice is discussed. Sections contained in this paper are: introduction; cost-benefit analysis; policy definitions for juvenile justice and criminal justice; policy choices -- complete abolition, legal abolition with reinvention, or incremental jurisdictional changes; practical issues -- distinguishing adult vs. juvenile justice, outcomes, implementation, and time horizon; conceptual framework; research designs; and conclusion.
