Findings and recommendations based on an assessment of how effectively the U.S. Military and Naval Academies address sexual harassment and assault on their campuses are presented. Five chapters follow an executive summary: introduction; confidentiality -- more than a victim's issue; service academy culture -- the real challenge; overview of sexual harassment and assault resources at the Academies; and findings/recommendations regarding culture, victims' rights and services, offender accountability, data collection and case management tracking, training and education, prevention, coordination between military and civilian communities, and preparatory schools.
