ANNOTATION: The impact of the Offender Accountability Act (OAA) during its first year on recidivism is determined. This report covers: key findings; summary of findings; elements of the 1999 OAA -- offender classification system and pursuant resource allocation; technical description of the OAA evaluation; and preliminary evaluation results. There has been a slight reduction in recidivism rates. Higher-risk offenders under OAA have a 39.9% recidivism rate compared to the rate of 44.9% for the comparison group.
