ANNOTATION: Results from a review of the processing of two no-bid community correctional facility (CCF) contracts and the forecasting of inmate populations by the California Department of Corrections and Rehabilitation are presented. This report contains the following sections: executive summary; introduction; although consistent with state requirements, the departments noncompetitive contracting policies were not always followed and its policies could better ensure against conflicts of interest; the departments inmate projections are reasonably accurate for short-term purposes, but their value for long-range planning is limited; the departments response to the audit; and the auditors comments on the responses from the department.
