The disproportionate representation of African-Americans in Delaware's criminal justice system is investigated. Sections of this publication are: introduction -- the inescapability of race in the discussion of incarceration; significant findings -- one of which is that while the percentage of White drug users in Delaware is 73% their risk of arrest is only 19% of the risk for a Black user; and conclusions and recommendations. "White offenders enjoy a revolving door back to the community compared to Black offenders, who are disproportionately sent to prison (p.6)."
