ANNOTATION: Findings from an evaluation of the Reasoned and Equitable Community and Local Alternatives to the Incarceration of Minors (RECLAIM) program are presented. The report proper contains three sections: introduction; methodology; and results according to demographics and risk, recidivism, program factors and outcome, limitations of current research, and implications for policy and research. "Overall this research indicates that lower-risk youth have higher recidivism rates when placed in CCS or DYS facility compared to lower-risk youth that were placed in a RECLAIM program" (p. 3).
