ANNOTATION: Results from the first national analysis of life without parole for U.S. juveniles are presented. This report is comprised of nine sections: executive summary; recommendations; background -- youth on trial; sentencing of children to life without parole; the difference between youth and adults; life without parole in adult prison; life without parole under U.S. law; just sentences for youth -- international human rights law; and conclusion -- life without parole and the purposes of criminal punishment. Letters from five U.S. youth serving life without parole sentences are also provided.
