Intensive Support Units (ISU) for Federal Offenders with Substance Abuse Problems: An Impact Analysis

ANNOTATION: Results from an evaluation of the national ISU (Intensive Support Units) pilot initiative for substance-free prison environments are provided. Sections of this report are: executive summary; introduction; method; results according to offender profile, substance abuse history, offender motivation, expectations and response reliability, ISU outcomes, institutional outcomes, release and readmission outcomes, and ISU staff; and discussion regarding research questions, other findings, limitations, and implications. Appendixes include: Informed Consent Form; Offender Intake Interview Questionnaire; Offender Knowledge [of ISU] Survey; University of Rhode Island Change Assessment (URICA); Offender Expectation Questionnaire; Offender Post Evaluation Questionnaire; Balance Inventory of Desirable Responding Version 6; Offender Process Measures; Offender Behavioural Indicators Assessment; Staff Expectation Questionnaire; Impact Survey; Staff Knowledge [of ISU] Survey; staff comparison scales; offender expectations at admission; offender expectations at six weeks; offender post evaluation results; staff expectations; staff impact; and process measures results. ISU participants are 40% less likely to reoffend than the matched comparison group. Cost savings of $8,000 per participant could result from ISU utilization.
