ANNOTATION: Results are presented "from the first nationwide study to document the implementation of American felony disenfranchisement law" (p. i). This report is comprised of the following sections: executive summary/policy implications/recommendations; introduction; state practices and procedures; conclusion; summary of interviews by state; and state survey responses. Significant variations, ambiguities, and often confusing policies exclude eligible voters and include ineligible voters.
