ANNOTATION: In addition to investigating the goals and impacts of supermax prisons, this report provides information about and a tool for conducting a benefit-cost analysis (BCA) of a supermax prison. Sections of this report following an executive summary are: introduction; background; study purpose, goals, and objectives; research design and methodology; site visit profiles; document review; site visit, and interview results; national survey results; benefit-cost analysis of supermax prisons; lessons learned; and conclusions. "In keeping with the few previous studies of supermax prisons, the Urban Institute's research suggests grounds for skepticism as well as concerns about the fiscal and human costs of these new forms of correctional housing" (p.ii).
