ANNOTATION: Results from an evaluation of 10 workforce development retention and advancement programs are presented. Sections following an executive summary are: a window of opportunity (introduction); strategies and services; participants' experiences; local program efforts -- strengths and challenges; efforts to develop and strengthen state policies; and concluding comments. "The evidence suggests that retention and advancement programs can contribute to improved employment outcomes for low-income workers" (p. ii).
