ANNOTATION: The effectiveness of the Proactive Community Supervision (PCS) is examined. Sections comprising this report are: what PCS entails; how PCS was implemented; study design; implementation of PCS core components; the impact of PCS -- comparing outcomes; offender interviews; what was learned; and next steps. Appendixes provide a list of partnerships and types of their services, and a copy of the Quality Contact Standards form. Rearrests of PCS offenders are statistically lower, with a rate of 32.1%, than the non-PCS rate of 40.9%.
