ANNOTATION: "The purpose of this manual is to provide guidance in identifying and addressing legal and policy issues that will likely arise in any community undergoing systemic change" (p. 3). The bulk of this guidebook covers the seven steps involved in a legal and policy analysis (e.g., create a committee, identify legal and policy issues, research the law, conduct qualitative research, conduct further research, articulate findings and goals, and create action strategies). Appendixes include: federal law summary; state law research guide; sample survey questions; and a sample interagency agreement.
