Proposition 36: Five Years Later

The impact of Proposition 36 on California's corrections system is examined. Proposition 36 is a correctional policy reform that diverts individuals arrested for drug-related offenses to substance abuse treatment. This report is comprised of the following sections; introduction -- California's correctional challenge and Proposition 36; methodology and choosing a baseline; Finding 1 -- reduced drug possession prison population; Finding 2 -- slower prison population growth than projected; Finding 3 -- greater decrease in the drug possession incarceration rate than in the other 10 largest U.S. prison systems; Finding 4 -- higher decrease in violent crime than the national average; Finding 5 -- higher increase in drug treatment clients than the national average; Finding 6 -- comparable completion rates between drug courts and Proposition 36; Finding 7 -- potential benefits of jail sanctions for individuals and communities; Finding 8 -- cost savings due to Proposition 36; and conclusion.
