ANNOTATION: The issue of whether restricting the availability of newspapers, magazines, and photographs to level 2 inmates housed in the Long Term Segregation Unit (LTSU) involves a violation of the First Amendment is discussed in this syllabus. The Supreme Court reversed and remanded the Third Court's decision that "prison regulation could not be supported as a matter of law," thus a violation of inmates' rights.
