ANNOTATION: Testimony given February 15, 2006 by Brenda V. Smith in support of Maryland's HB 456 (suggested changes to the state's law prohibiting staff sexual misconduct) is provided. Three areas are covered by the testimony: national standards and definitions; the proposed coverage expansion; and penalty enhancements. The proposed changes of HB 456 "to the Maryland law prohibiting sexual conduct between correctional or Department of Youth Services and inmates or confined children [are] a small but necessary step to provide greater protections for persons under custodial supervision in Maryland" (p. 5).
