ANNOTATION: "This report describes the Domestic Violence Commissioner's Court (DVCC), the Pretrial Monitoring Program (PMP), and the Victim and Children's Waiting Room, three innovations that Madison County, Wisconsin, implemented to improve the way domestic violence cases are processed, ensure that defendants in such cases adhere to the conditions of their bail, and reduce alleged victims' risk of violence and intimidation" (p.1). Topics discussed in this publication include: Milwaukee County's strategies to address domestic violence; challenges associated with no-contact orders in domestic violence cases; involving the defense bar; how cases move through the system; field and home visits -- impact on victim safety; and benefits and challenges. It appears that 59.4% of PMP defendants follow their conditions of bail.
