Caseload Standards for Probation and Parole

ANNOTATION: The “recommend[ation] that probation and parole agencies adopt a workload strategy to determine staffing needs and caseload size on an individual agency basis” is explained (p. 2). This issue paper discusses: what is the right caseload and why is this question so hard to answer?; the importance of caseload; a failed experiment with smaller caseloads; doing what works; successful examples from recent practice in Connecticut and Colorado; can we agree on the right caseload size?; using caseload standards in probation and parole; determining caseload standards; suggested caseload standards for probation and parole for adults and juveniles; case assessment; and implications for future efforts. A strong effort to clarify those practices which result in effective caseload management must go hand in hand with the development of caseload standards.
