ANNOTATION: An analysis of whether Virginia's laws, policies, and practices related to capital punishment meet the recommendations made by the Illinois Governor's Commission on Capital Punishment is provided. Eight-five recommendations are organized into 13 chapters following an introduction, background, and overview: police and pretrial investigations; DNA and forensic testing; eligibility for capital punishment; prosecutors' selection of cases for capital punishment; trial lawyers; pretrial proceedings; the guilt-innocence phase; the sentencing phase; imposition of sentence; proceedings following conviction and sentence; funding; and general. While progress has been made in some areas, there are many more to satisfy.
