ANNOTATION: The need for electronic monitoring (EM) during, not after, rehabilitative and restorative practices is explained. Following a general observation, this paper covers: the aim of this presentation; electronic monitoring in Scotland; brief history; probation service and penal reform organizations strongly opposed to EM; early Home Office research did not dispel associated anxieties with EM; typology of compliance in community supervision; the importance of accommodating EM within rehabilitative/humanistic traditions; and challenges facing the use of EM.
