ANNOTATION: The impact of New Jersey's "No Early Release Act" (NERA) on prosecutorial discretion, Sentencing, the correctional system, and victims' satisfaction with, imposed sentences is investigated. Sections of this report include: abstract; introduction to NERA; literature review -- the effects of mandatory sentencing; research questions, data, and methods; New Jersey's prosecurial and sentencing structure; NERA's impact on prosecution, sentencing, corrections, and crime victims; and conclusions. Appendixes provide a text of NERA and the Attorney General's Directive for Enforcing NERA. NERA had a negative impact across the board with no federal funding provided.
