ANNOTATION: Results from an outcome evaluation of Minnesota's Challenge Incarceration Program (CIP) are provided. Following an extended review, sections of the report proper include: executive summary; introduction; CIP description; research question #1 -- has there been a demographic change in the CIP population -- yes; If so, what are the causes?; research question 2 -- does CIP significantly reduce offender recidivism? -- yes; research question 3 -- does CIP reduce costs? -- yes; and conclusion.
