ANNOTATION: Results of an evaluation concerning the first 28 months of the Brooklyn Mental Health Court’s operations are presented. Chapters contained in this report following an executive summary are: introduction; planning -- goals, timeline, key events, and key issues; implementation -- Court team, referral and assessment, participant process, and technology; courtroom experience; participant perspective -- perceived coercion, perceived procedural justice, and attitudes about the Court team and specific program elements; communication -- network analysis; participant outcomes -- participant profile, status in the Court, graduation and termination, and other participant outcomes; and conclusions. Appendixes include: participant guidelines and contract; participant profile; and outcome measures. While not statistically significant, only 16% of the participants committed a new offense.
