ANNOTATION: Problems found during an investigation of correctional facilities operated by the Multnomah County Sheriff's Officer are reported. Sections of this independent review include: summary of investigation; outside oversight; jail bed and juvenile detention costs; daily jail bed costs; losses on contracts and agreements to house detainees; inmate supervision issues; other issues in the jail; inquiry into specific incidents occurring in the jail; and conclusion. Major concerns include: lack of outside oversight; detention costs; losses on contracts and agreements; inmate supervision issues; holding inmates and proper identification; and medical emergencies.
