ANNOTATION: The relationship between welfare expenditure and imprisonment levels is examined. Sections of this briefing include: introduction; comparative analysis of cross-country welfare differences and what happens to a country's prison population when the proportion of GDP spent on welfare in a country changes; discussion; and a conclusion. Findings from this paper confirm that cuts in welfare result in higher incarceration rates.
