ANNOTATION: The reformation of juvenile justice systems in the four Models for Change (MfC) states (i.e., Illinois, Louisiana, Pennsylvania, and Washington) in the form of replicatable policies, practices, and system changes are described. Sections comprising this brief are: introduction; juvenile justice progress in Pennsylvania; regaining a position of juvenile justice leadership in Illinois; Louisiana -- moving toward a better system; and modeling a new approach to juvenile justice reform in Washington; and conclusion -- returning to the "first principles" of the juvenile justice system.
