Female Offenders' Use of Social Welfare Programs Before and After Jail and Prison: Does Prison Cause Welfare Dependency?

ANNOTATION: The relationship between incarceration and the use of welfare by women is investigated. Sections contained in this report are: abstract; introduction; social welfare histories; empirical findings regarding incarceration in county jail/state prison and social welfare participation, regression-adjusted estimates of prison's effect, the characteristics of prisoners and the effect of prison and social welfare receipt, and the effect of PRWORA (Personal Responsibilities and Work Opportunities Reconciliation Act); and conclusions. Incarceration in prison results in a 6% reduction in social welfare benefits.
