ANNOTATION: The use of Washington's Sexually Violent Predator (SVP) statute to civilly commit juvenile sex offenders determined to be a high risk to the public is discussed. Topics covered following a summary include: statutory requirements; follow-up data sources; description of juveniles; criminal history; subsequent crimes and referrals; no new conviction or civil commitment referral; new conviction; new civil commitment referral; and conclusion. Only 19% of those youth recommended but not committed had no new commitments or civil commitment referrals following referral.
