ANNOTATION: The relationship between increased incarceration and decreased crime rates is questioned. Sections of this report are: executive summary; estimating the impact of incarceration on crime; estimating the impact of other factors on crime (e.g., police per capita, unemployment rate, real wages, and high school graduation rate); beyond incarceration; and toward a new approach to public safety. "Informed by this more inclusive understanding of current research, it [this paper] suggests that effective public safety strategies should move away from an exclusive focus on incarceration to embrace other factors associated with low crime rates in a more comprehensive policy framework for safeguarding citizens" (p. 2).
