ANNOTATION: The use of the Prolific and other Priority Offender (PPO) programme to prioritize and direct resources to that "small number of offenders [who] are responsible for a disproportionate amount of crime" is evaluated (p. iv). Sections following an executive summary include: introduction to PPOs and the program; method section; results; discussion; and an appendix about Propensity Score Matching (PSM). There has been a 43% reduction in the rate of convictions following PPO participation.
