ANNOTATION: Findings from a special review of in-prison substance abuse programs run by the California Department of Corrections and Rehabilitation's Office of Substance Abuse Program are presented. The following observations are made: in-prison substance abuse treatment programs are not having much of an impact on recidivism; the Department has failed to hold providers accountable for meeting contract agreements and placed programs in inappropriate settings; the bidding process is majorly flawed; poor fiscal controls and management plague the Office; and provider compliance is not adequately monitored while there is no quality improvement process in place.
