ANNOTATION: Actions deemed necessary to address the state of crisis the Texas Youth Commission (TYC) faces are laid out. The Rehabilitation Plan covers five domains: to develop a safe and secure environment for the overall health and well-being of youth confined at the TYC; to restructure the TYC at the executive and field levels to enhance the delivery of service to youth confined at the TYC; to provide quality programming for confined youth that is designed to reduce their return to the criminal justice system; to develop a standard of accountability for TYC confined youth; and to restructure the TYC to regain the youth's, parents/guardians and public's trust. Recommendations to be followed by the TYC Interim Director are also included.
