ANNOTATION: Sentencing reforms involving alternatives to incarceration for individuals convicted of low-level offenses are described. Legislation is organized into the areas of drug treatment and diversion, alternative sentencing provisions, community supervision reforms, and sentencing law reform. This report ends with a discussion of "policy changes that state lawmakers can enact to institute sound, evidence-based criminal justice policies that can better meet the goals of sentencing while also controlling unnecessary and expensive growth in the use of incarceration" (p. 18).
