ANNOTATION: The development of the Douglas County Recidivism Reduction Center is explained. Sections in addition to an executive summary are: methodology; clarifying the concept of recidivism; offending and recidivism; review of the literature; capacity -- programs and services available in Douglas County; roundtable discussion; recidivism center models; and cost comparisons of the different models. "Focused on assessment, referral brokerage, and limited case-management, the [Recidivism] Center will operate at a cost per offender rate as much as 90% lower than a residential, long-term treatment, education, and employment facility (p. 11)."
