ANNOTATION: The relationship between the United States' "enthusiasm" for incarceration, recidivism, and sentencing policing is examined. This article is divided into the following parts: introduction; theories and explanations; incapacitation and recidivism; implications -- incapacitation is reasonable, the pros and cons of incapacitation being the foundation of sentencing policy, and the need for more research; and conclusion.
