ANNOTATION: This report provides “information on innovative strategies for promoting stable employment and wage growth among low-income populations” (p. vi). Nine sections follow an executive summary: introduction; the employment and economic status of low-income families; methodology for identifying innovative approaches and programs; overview of innovative approaches; service-focused employment preparation; employment-based experience; skills development -- individual-based approaches and employer-based strategies to improve skill development; income and work supports; and conclusion. Appendixes provide: program descriptions; program contact information; criteria for selection of innovative approaches and programs; organizations interviewed for the Innovative Employment Strategies Project; and study criteria met by programs in the project.
