ANNOTATION: Needed reforms to New York's criminal justice system and their corresponding benefits are explained. Major criminal justice issues are divided into two law enforcement areas -- adult and juvenile. Adult criminal justice issues are: higher education in prison; mental health in prison; Medicaid eligibility; healthcare oversight in New York prisons; survivors of domestic violence; and the Rockefeller drug laws. Juvenile justice issues are: funding for alternatives to detention for youth; external oversight for juvenile facilities; discrimination against lesbian, gay, bi-sexual, and transgender; youth in juvenile facilities; and criminalization of sexually exploited youth.
