ANNOTATION: The disproportionate representation of minorities among incarcerated individuals is examined in a state-by-state analysis, with particular attention paid to Hispanic ethnicity. This report contains these sections: introduction; national picture -- substantial racial disparity; significant state variation in rates of incarceration by race; Hispanic rates of incarceration higher than whites, but less than African Americans; racial and ethnic disparities produced in diverse ways; and policy issues -- drug policy, sentencing policy, "race neutral" policies, and resource allocation.
