ANNOTATION: "This report identifies which counties in New York State avoid diluting their own citizens' votes by excluding prisoners from their redistricting data, and quantifies the democratic distortion in the counties that count prisoners as residents" (p. i). Sections following an executive summary include: introduction; findings; recommendations -- counties should make their views known to the U.S. Census Bureau, counties that include the prison populations in their districts and voting systems should exclude them, and New York State could spare counties the controversy and expense; and summary of findings in individual counties.
