ANNOTATION: The filings of habeas corpus cases by state prisoners under the Antiterrorism and Effective Death Penalty Act in U.S. District Courts are examined. This report is divided into five parts: introduction; descriptive findings for petitioner demographics, state proceedings, representation of petitioner in federal court, the petition, type of proceeding challenged, claims raised, intermediate orders, litigation steps, processing time, non-merits dispositions, merits dispositions, and appeals; comparative findings; explanatory findings regarding capital cases (time from state judgment to federal filing), non-capital case processing time, capital case processing time, and factors associated with likelihood of relief in capital cases; and appendixes -- statistical tables, time-barred capital cases, writs granted, list of district names and district numbers, and list of variables collected.
