ANNOTATION: Challenges and potential solutions for reducing jail overcrowding are examined. This report is divided into five parts: project context and aims; project methods; exploring population control problems and remedies -- conceptual framework; results and discussion regarding population control and the SMP (strategic management and planning) level, population control and the case processing level (e.g., controlling ADP-related crime, recidivism, and system violations and controlling commitment and length of stay practices); summary and recommendations; and conclusion.
