ANNOTATION: Best practices discovered during an investigation of how information flows through a regional law enforcement information-sharing system (ISS) are covered by these three volumes.
Volume 1 addresses “the state of metrics collection in law enforcement, with an emphasis on metrics related to ISS programs” (p.iii). Contents of this volume include: introduction; state of metrics collection for law enforcement; approach to developing an ISS (information-sharing system) metrics collection and analysis program; issues and impacts; and recommendations.
Volume 2 is the Concept of Operations (CONOPS) that “provides an overview of best practices, recommendations and ideas for planning, implementing, and operating a regional law enforcement information-sharing system" (p.xi). This volume has sections about: CONOPS -- an introduction; information-sharing -- evolution, challenges, and needs; information-sharing best practices, work processes, and metrics; and additional impacts of creating an ISS.
Volume 3 is the Practitioner’s Handbook which “provides a preliminary set of functional and operational requirements and guidance to help agencies implement a regional law enforcement ISS” (p.1-1). Sections comprising this volume include: introduction; ISS overview and approach; law enforcement ISS scenarios; functional ISS requirements; operational ISS requirements; ISS program organization -- considerations for implementing an ISS; ISS program evaluation -- evaluation factors and metrics; and ISS capabilities/requirements and NCIS (Naval Criminal Investigative Service) recommendations.
