ANNOTATION: The relationship between American Society and the 25-year "war on drugs" is examined. Sections of this report are: overview; drug policy and the criminal justice system; many drug offenders are inappropriately incarcerated; the "war on drugs" and communities of color; and the need for a change in drug policy. Around 60% of state prison inmates are not violent or high-level drug sellers, with 42.6% of all drug arrests being for marijuana offenses.
