ANNOTATION: Problems associated with the rise in time served in prisons since 1990 are addressed. Increasing the amount of time served: is directly linked to growing prison populations; does not reduce recidivism; does not impact general deterrence; is costly; and makes effective reentry more difficult to achieve.
