ANNOTATION: The impact of the Risk-Need-Responsivity (RNR) model on the development of other risk assessment tools and rehabilitation programs is discussed. Sections of this report include: abstract; introduction; a brief history of risk assessment (e.g., first generation -- professional judgment, second generation -- evidence-based tools, third generation -- evidence-based and dynamic, and fourth-generation -- systematic and comprehensive); RNR model and offender risk assessment; offender rehabilitation -- brief history, the RNR model and offender rehabilitation, and generality of the RNR model; and summary and conclusions. Recidivism can be reduced in programs based on the RNR model.
