ANNOTATION: The effectiveness of North Carolina's pretrial service programs is examined. Sections following an executive summary are: introduction and study rationale; methods; results according to program operations, services and clientele, Pretrial Directors' perceptions of program impact, program impact, pretrial constituents, and perceptions of Pretrial Program Directors and Program Constituents; suggested effective practices; and discussion and policy recommendations. Pretrial programs are felt to be positive in nature and a help in speeding up judicial operations.
