ANNOTATION: The relationship between drug offense admission rates and racial disparities is examined. This report covers: the fact that incarceration rates for drug offenses have risen dramatically; profile of who uses drugs and who is admitted to prison for drug offenses; who is most affected by drug admissions at the county level; what are spending practices of counties that admit drug offenders at high rates; what the sociodemographic characteristics of counties that incarcerate drug offenders at thigh rates are; and a call for evidence-based drug enforcement practice. African-Americans are imprisoned more often than whites even though both use and sell drugs at similar rates.
